Chumba’s operator, VGW, settled with New York for $8 million in September 2026 and faces active lawsuits from Florida, Kentucky and Baltimore. Its sister brand LuckyLand Slots closed in September 2026. Availability can change at short notice. Do not hold a larger Sweeps Coin balance than you would be comfortable redeeming quickly.

Verdict: Chumba Casino is the best-known name in sweepstakes gaming and has the longest track record, dating to 2012. Its operator now faces more state enforcement actions than any other brand we cover. It may still suit an experienced player in an eligible state who understands the risks, keeps balances small and redeems often. Most readers should skip it for now, especially if you live in Florida, Kentucky, Maryland, Indiana, Maine or Oklahoma, or if a sudden state exit would leave you with an unredeemed balance. Who it’s for, and who should avoid it

Chumba can suit a player who is 21 or older, lives in a state its terms allow, knows the brand already and accepts that its operator is in active litigation with several states.

Who should avoid it:

  • Residents of excluded states. That covers the 14 states in the T&Cs, listed below.
  • Indiana, Maine and Oklahoma residents. These states have passed bans (Oklahoma’s starts November 1, 2026), and Chumba’s latest terms we could read do not address them.
  • Florida and Kentucky residents. Their attorneys general are suing VGW. We have not seen anything in either suit that bars players, but these are the states where an exit or court order is most plausible.
  • Maryland residents. The state regulator has reportedly sent VGW two cease-and-desist letters (March and November 2025, per secondary reports), and Baltimore is suing.
  • Anyone building a large balance. LuckyLand’s closure shows that a VGW product can wind down within weeks.

Company and ownership

Chumba Casino is run by VGW through two Maltese companies named in its T&Cs v22.0 (December 30, 2025):

  • VGW Malta Ltd operates the platform and payments.
  • VGW Games Ltd runs the sweepstakes and prizes. It holds a Malta Gaming Authority licence (MGA/B2C/188/2010, dated August 1, 2018).

What the MGA licence means. It covers VGW’s promotional-play games under Maltese regulation. It is not a US state gaming licence and does not make Chumba a licensed casino in any US state. The New York AG noted that sweepstakes casinos lack state audits and regulatory oversight.

Chumba launched in 2012, according to the New York AG. VGW also runs Global Poker and the social product LuckyLand Casino. It ran LuckyLand Slots until September 2026. VGW was listed as a member of the Social Gaming Leadership Alliance, the industry group lobbying against bans, in June 2025. The T&Cs say unredeemed prize funds are held in segregated accounts.

As of October 4, 2026, according to Chumba’s T&Cs v22.0 (December 30, 2025), the most recent version we could read:

VGW’s sister site Global Poker lists Indiana and Maine as Gold-Coin-only, so Chumba likely treats them the same way. We have not confirmed this from Chumba’s own terms.

VGW has already left several markets: New York (phased out by August 1, 2025), West Virginia (Sweeps play ended November 18, 2025, redemptions November 25, 2025) and Delaware (April 2025). Why regulators challenge Chumba’s coin model

Chumba uses the usual pair of play-only Gold Coins and redeemable Sweeps Coins (explained in our Sweeps Coins guide), with sweepstakes participation limited to 21+. What sets Chumba apart is that this structure has been challenged by name.

The New York AG said VGW “falsely claimed” Sweeps Coins were free, finding that players received roughly one coin per dollar spent (our report on the settlement). The Florida AG says the dual-currency model is designed to disguise real-money gambling (our report on the Florida suits). The minimum redemption is flagged. The 100 SC figure comes from rules dated March 11, 2024. We could not read a newer version, so treat it as historical until confirmed.

Private litigation. Secondary sources report an $11.75 million Kentucky class settlement covering some Chumba and LuckyLand players from 2017 to 2022, and a separate Kentucky class case (Armstead v. VGW Malta Ltd). We have not confirmed the status or court details of either.

LuckyLand Slots closure. According to Gambling Insider, VGW ended LuckyLand Slots Gold Coin purchases on August 3, 2026, gameplay on August 24 and redemptions on September 14, 2026 (see our LuckyLand closure report). VGW’s West Virginia exit ran the same way, with Sweeps play ending a week before redemptions (secondary report). If Chumba exits your state, expect the same sequence, and redeem eligible balances promptly.
