How we define “best”
A sweepstakes casino is only as reliable as its rules, because the rules are the contract that decides whether you get paid. We ranked operators on six documentary criteria, explained in full on our ranking methodology page:
- Transparency and recency of official rules. Are the sweepstakes rules public, versioned and updated in 2026?
- Clarity of free entry (AMOE). Do the rules state exactly how many Sweeps Coins a mail-in request earns and how to send one?
- Redemption minimums and terms. How many Sweeps Coins you need before you can claim a prize, and what conditions apply.

Modo's Official Rules were updated October 1, 2026, the most recent of any operator we reviewed. They spell out mail-in entry (3 SC per request), set the lowest gift-card minimum here (20 SC; 50 SC for cash), and already list Oklahoma as restricted. The trade-offs are real: the rules allow playthrough of up to 30x, redemptions can take up to 30 days, and identity checks include a biometric face scan.

It ranks below Modo because Oklahoma is not yet on its restricted list, the playthrough multiplier is left to the operator, and coins expire 60 days after your last login.

Sportzino is run by the same Blazesoft group as Zula and its rules mirror Zula's: 5 SC per mail-in request and a 50 SC minimum. It ranks just below its sister site because it also excludes Georgia, blocks account creation in six states, and its minimum age was not stated in the documents we read.

High 5's Official Rules (v43.0, June 26, 2026) are clear and state that 1 SC is redeemable for $1 in prizes. Mail-in entry is 3 SC. It ranks fourth because cash redemptions need 100 SC, it excludes 21 states (the narrowest eligibility here), and High 5 Games lost a Washington jury verdict of about $25 million in 2025 (secondary report).

Why it ranks here
Pulsz publishes its restricted states in public Terms of Use (v5.2, September 1, 2026), including Oklahoma as a promotion-limited state. It ranks fifth because its sweepstakes rules, which set minimums, free-entry amounts and playthrough, sit behind a login, so we could not verify them.

A note on Zula and Sportzino
Zula Casino (SCPS LLC) and Sportzino (SSPS LLC) are separate Delaware companies in the same Blazesoft group. Their rules, free-entry amounts and minimums are close to identical, so ranking them second and third reflects small differences, not two independent choices. Blazesoft, through its Fortune Coins brand, is also named in Baltimore’s March 2026 consumer-protection suit. See Zula vs Sportzino for the differences that do exist.
Why some big names aren’t ranked
Leaving a well-known brand off a “best” list needs a reason, so here are ours.
- Chumba Casino. Its operator, VGW, settled with the New York Attorney General for $8 million on September 9, 2026, and is being sued by the Florida Attorney General (filed August 19, 2026) and, per press reports, the Kentucky Attorney General (June 2026). The current Sweeps Rules were also not readable to us; the latest minimum we could confirm comes from a 2024 version. Our Chumba Casino review covers it in full.
- Stake.us. Florida’s Attorney General sued it on August 19, 2026. Its official sweepstakes page blocked our research tools, so we could not verify its restricted states, minimum redemption or free-entry terms. We do not rank a brand whose rules we cannot read.
- McLuck. Its availability page lists 16 excluded states but not California, even though California’s ban has been in force since January 1, 2026. Until that ambiguity is resolved, we cannot say where it operates.
- Crown Coins Casino. Its public Terms of Service (v4.1, September 24, 2026) describe social play only, and no sweepstakes-specific rules or restricted-state list were publicly visible to us.
- LuckyLand Slots. Closed. Coin purchases ended August 3, 2026, play ended August 24 and the redemption window closed September 14, 2026, according to Gambling Insider (closure timeline).
Best for: which one fits you
- Lowest redemption threshold: Modo, with a 20 SC gift-card minimum.
- Mail-in free entry: Zula or Sportzino, at 5 SC per request versus 3 SC at Modo and High 5.
- Sports fans: Sportzino, which adds free-to-play sports predictions.
- Slot variety: High 5, with many titles from its in-house studio.
- Bingo: Pulsz, whose operator also runs a sister product, Pulsz Bingo.
State eligibility in October 2026
The short answer: if you live in a state that has banned sweepstakes casinos, none of these five is an option for Sweeps Coin play, and no list should suggest otherwise.
As of October 4, 2026, statutory bans are in force in California, Connecticut, Indiana, Louisiana, Maine, Montana, New Jersey, New York and Tennessee. Nevada has strengthened enforcement against unlicensed gaming (per trade reporting), Washington’s regulator treats online sweepstakes as unauthorized gambling, and Oklahoma’s ban starts November 1, 2026.
All five ranked operators exclude California, Connecticut, Idaho, Louisiana, Michigan, Montana, Nevada, New York, Tennessee and Washington. Modo, Zula, Sportzino and High 5 also exclude Indiana, Maine and New Jersey; Pulsz’s terms say certain promotions are “limited” there rather than listing them as restricted. For Oklahoma, only Modo lists the state as restricted today; Pulsz lists it among its promotion-limited states.
Check the state-by-state sweepstakes legal tracker before signing up anywhere. A state missing from an operator’s list does not make play legal there.
How to choose a sweepstakes casino
- Confirm your state. Start with the legal tracker, then the operator’s own restricted list.
- Read the official rules. Look for a version number and a 2026 date. If the rules are behind a login, treat every figure you see elsewhere as unconfirmed.
- Find the free-entry section. “No purchase necessary” should come with a specific amount and a mailing process.
- Check the minimum and the playthrough. A 20 SC minimum with 30x playthrough can be harder to reach than a 50 SC minimum at 1x.
- Expect identity checks. Every operator here requires KYC before paying a prize.

What this ranking cannot tell you
A rules-based ranking answers “what has this operator committed to in writing?” It does not answer how fast prizes arrive in practice, how support handles disputes, or how often identity checks stall a redemption. Those need hands-on testing: real accounts, dated redemption logs and documented support contacts. Until we have that evidence, we will not publish scores or speed claims.
It also cannot make the model legal where it is not. No operator on this page holds a US state gaming licence. Each runs under promotional-sweepstakes rules that a growing number of states reject, and an operator’s restricted list can change within weeks of a new law.
