Verdict: Modo.us suits readers who want to know the rules before they spend anything. Its Official Rules are dated, specific and current with the 2025–2026 state bans, and its 20 SC gift-card minimum is among the lowest we have documented. Skip it if you want fast or frictionless redemptions: the rules allow up to 30 days of processing, one request per day, a biometric identity check and, most importantly, a playthrough requirement that Modo can raise as high as 30x.

Who it’s for

Modo fits a careful player in an eligible state who reads terms before buying Gold Coins and wants a low threshold for a first redemption. Because a 20 SC gift card is the floor, a small balance can be turned into a prize sooner than at sites with 50 SC or 100 SC minimums.

It is a weaker fit if you:

  • live in one of the 17 restricted states, or in Oklahoma, which Modo already excludes ahead of the state’s November 1, 2026 ban;
  • are not comfortable uploading a government ID and completing a face scan;
  • want certainty about playthrough before you play, since the rules leave the multiplier partly to the operator;

Company and ownership

Modo.us is operated by ARB Gaming, LLC d/b/a Modo.us, based in Scottsdale, Arizona, according to the Official Rules. It is part of ARB Interactive, which the Social Gaming Leadership Alliance listed among its members in June 2025. The SGLA is the industry group that argues sweepstakes casinos are a form of marketing and should be regulated rather than banned.

We could not verify Modo’s launch year from a primary source, so we do not state one. Modo is not a state-licensed casino. It operates under its Official Rules and Terms of Use, both updated October 1, 2026.

As of October 4, 2026, according to the Official Rules updated October 1, 2026, Modo restricts sweepstakes play in 17 states: Arizona, California, Connecticut, Delaware, Idaho, Indiana, Louisiana, Maine, Michigan, Montana, Nevada, New Jersey, New York, Oklahoma, Tennessee, Washington and West Virginia.

Two details stand out:

  • Arizona is excluded. Modo’s own home state is on the list. Arizona’s Department of Gaming sent cease-and-desist letters to several sweepstakes operators in August 2025 (reported by secondary sources; Modo was not among the names we found).
  • Oklahoma is already excluded. SB 1589 became law on May 14, 2026, by veto override and takes effect November 1, 2026. Modo’s list already reflects it, while Zula, Sportzino and High 5 had not added Oklahoma in the rules we read.

Florida is not restricted, but the rules cap redemptions there at $5,000 per entry period. A state missing from the list is not a legal opinion that sweepstakes play is lawful there. For the reasons behind each state’s status, see our state-by-state sweepstakes legality tracker.

Modo’s coin rules: age, playthrough and Wallet Cash

Modo uses the usual Gold Coin and Sweeps Coin pair, explained in our guide to how Sweeps Coins work. Four Modo rules go beyond that template:

  • Age. The platform is 18+, but sweepstakes participation is 21+.
  • Playthrough. Sweeps Coins must be played through at least once (1x) before redemption. The rules also allow Modo to require up to 30x. Under a 1x requirement, 50 SC must generate 50 SC of play before it is eligible; under 30x, the same 50 SC would need 1,500 SC of play.
  • Wallet Cash. The Terms of Use (section 12) describe a separate balance called Wallet Cash. It carries a 1x purchase-through requirement before it can be withdrawn. Modo uses the word “withdrawal” for Wallet Cash, not for Sweeps Coin prizes.
  • Modo Boxes. These have their own separate terms; read them before buying.

Free ways to get Sweeps Coins

The verified free route is the mail-in Alternative Method of Entry (AMOE) described in the Official Rules:

  1. Get the 12-digit Envelope Request Code by following the instructions in the Official Rules.
  2. Handwrite a Request Card that includes that code and the details the rules require.
  3. Put it in a #10 envelope, one request per envelope, and mail it to the address in the current rules.
  4. Each valid request is credited with 3 Sweeps Coins.

We do not print Modo’s mailing address; check the current official rules before mailing and copy the address and card format from the Modo Official Rules on the day you send it. At 3 SC per request, reaching the 20 SC gift-card minimum takes seven valid requests, before playthrough. We have not verified whether Modo offers a daily login bonus.

Sign-up offer: 20,000 Gold Coins + 1 Sweeps Coin, no purchase needed. This is reported by Covers and Sportsbook Review, not yet confirmed on Modo’s own site: Modo’s pages load their content in the browser and showed no offer text when we checked on October 4, 2026.

The same sources report a first purchase of $0.99 for 17,500 Gold Coins + 5 Sweeps Coins + 550 VIP points, with a 1x Sweeps Coin playthrough. The two sources disagree on the minimum age and on some excluded states, so rely on Modo’s Official Rules for eligibility. Even with a 1x figure reported, the key question for any package at Modo is which playthrough multiplier applies, because the rules allow anything from 1x to 30x.

No promo code is needed for this offer according to the sources we checked. Codes advertised on other sites belong to those sites, and we do not publish them.

Identity checks (KYC). Before a prize is paid, Modo can require a government-issued photo ID, a biometric face scan, proof of address and SSN validation. Complete this early so it does not hold up your first request.

The refund clause. The rules allow Modo to refund your purchases instead of awarding a prize in some circumstances, which means a winning balance is not guaranteed to become a prize. Read the clause in the current rules before you build up a large balance.

Modo’s accepted purchase methods are unverified, so none are listed.

Mobile

Modo’s app availability and mobile performance are unverified and will be checked during hands-on testing.

Modo’s strongest safety feature is transparency: dated rules, a published restricted-state list and explicit KYC, tax and fee clauses. In our research for this review, we did not find a state attorney general action or regulator order that names Modo or ARB Gaming. Modo was not among the operators named in Baltimore’s March 2026 lawsuit or in Florida’s August 2026 lawsuits.

That is not a clean bill of health for the model. Regulators in several states treat dual-currency sweepstakes casinos as illegal gambling, and the list of states banning them keeps growing. The main consumer risks at Modo come from its own terms: the possible 30x playthrough, the 30-day processing window, possible fees and the refund-instead-of-prize clause.
