Lowest minimum: Modo.us

Modo’s 20 SC gift-card threshold is the lowest we could confirm. Its cash minimum (50 SC) matches Zula and Sportzino. The catch is playthrough: Modo and High 5 both set a 1x floor, but Modo’s rules allow it to require up to 30x.

Most free Sweeps Coins by mail: Zula and Sportzino

Both give 5 SC per handwritten request, against 3 SC at Modo and High 5. Both are Blazesoft-group sites with shared rule structures, and Zula’s rules require identity verification before mail-in coins can be redeemed.

Clearest coin value: High 5 Casino

High 5’s rules state that one Sweeps Coin is redeemable for $1 in prizes. Its 100 SC cash minimum is the highest verified figure here.

¹ Pulsz’s Terms of Use say “certain promotions” are limited in NJ, IN, ME and OK (and MS) rather than listing them as restricted. Trade press reported further changes in September 2026; we have not confirmed them in the terms. ² Chumba’s latest terms we could read (v22.0) predate the Indiana and Maine laws, so these states are absent from its list. Its sister site Global Poker treats both as Gold Coins only.

How to read the gaps:

  • Crown Coins shows ✓ for most ban states only because its public terms contain a general exclusion list, not a sweepstakes-specific one. We could not see the latter.
  • McLuck omits California even though AB 831 has been in force since January 1, 2026.
  • Oklahoma’s ban takes effect November 1, 2026 (what the ban covers). Only Modo lists it as restricted today.
  • Stake.us is blank because its official rules page blocked our research tools.

How we built these tables

Each row comes from a brand record that names the document behind it and the date we checked it. We read operators’ official sweepstakes rules and terms first. Where those were behind a login, blocked from our research tools or not public, we marked the figure “Not verified” rather than borrow a number from a review site, even when several sites agree. That is why six of the ten operators show gaps. Welcome offers in the overview table follow a separate, labelled policy, explained under that table.

Two limits apply. First, these are published terms, not tested outcomes: we have not redeemed prizes, so we cannot say how quickly any operator pays in practice. Second, restricted lists change as new laws take effect, so we re-check this page every 14 days and after any major state action.

Choosing between them

  • Choose Modo if you want the lowest verified redemption threshold and the most recently updated rules, and can accept heavier identity checks.
  • Choose Zula or Sportzino if mail-in entry matters most to you. Sportzino adds free-to-play sports predictions; Zula has broader eligibility.
  • Choose High 5 if you want a large in-house slot library and a rule that fixes the coin value, and the 100 SC cash minimum does not bother you.
